This Posting reflects the status of Park Authority athletic fields only.

This posting reflects the status of athletic fields on weekdays only and will not be updated on the weekend.

Athletic field users and Park Field monitors are primarily responsible for determining athletic field playability status on the weekends.

Field users are asked to please adhere to any signs indicating that a field is closed.

Field closed signs take precedence over this posting and the Park Authority field inclement weather line. For example, if your field is shown as open in this posting and the sign on the field indicates that the field is closed to play, that field is considered closed.

Pioneer has adopted Clermont Park Fields #1 and #4.
This allows Pioneer to make our own determination on these fields and we might open those fields when other county fields are closed. We will normally update make a determination on field status as early as we can, by 3:30 pm on weekdays and by 9:00 am on weekends. We will then update our league website and coaches will notify teams as early as possible.

The Coach or Umpire in charge of the practice or game shall immediately suspend a game or practice and players and coaches shall retreat to automobiles or a secure structure with four walls and a roof in the event of any of the following:

(a) the sound of thunder; or,
(b) the sight of lightning.

No player will be permitted to remain on the field, spectator areas outside the field, or in open dugouts for any reason. Coaches are urged to monitor weather conditions and to use their best judgment regarding adverse weather. A coach may postpone or cancel practice at any time that he or she believes that it is unsafe to continue for any weather related reason. A game may resume following suspension, at the discretion of the Umpire, if no thunder is heard or lightning is observed for a period of 30 minutes. Coaches are responsible for providing shelter to any members of the team who do not have a parent or other adult present at the field. Coaches should advise parents of this severe weather policy and should obtain contact information so that the coach can contact parents who leave their children at practice in the event of a suspension or cancellation.

This policy is to the highest degree mandatory and shall be strictly enforced.

This policy was created to ensure safety and to act as a guideline for board members, commissioners, coaches and assistants of all divisions through the Pioneer Baseball League. This policy does not expireand will remain in effect unless revoked an/or amended.

Official Temperatures will be taken from (Click Here) The NOAA Heat Safety Tips & Resources, using Zip Code 22310, Alexandria, VA. All references for this policy have been taken from the National Oceanic Atmospheric Administration (NOAA), the National Weather Service (NWS), and Fairfax County Public Schools (FCPS) Wet Bulb Temperature (WBT) guidelines.

The NOAA’s heat alert procedures are based on NOAA Heat Index Values (Click Here). The Heat Index, sometimes referred to as the apparent temperature and given in degrees Fahrenheit, is a measure of how hot it really feels when relative humidity is factored with the actual air temperature.

EXTREME DANGER ZONE: ALL althletic events will be cancelled if the temperature reaches 107 degrees Fahrenheit, as identified on the Heat Index chart as extreme danger in red.

DANGER ZONE: Use work-to-rest ratio with 20 minutes of activity followed by 5-to-10 minute rest and fluid breaks.

EXTREME CAUTION: Regular Practices. Use work-to-rest ratio with 30 minutes of activity followed by 5-to-10 minute rest and fluid breaks.

CAUTION/CAUTION: Regular Practices. Use work-to-rest ratio with 50 minutes of activity followed by 5-to-10 minute rest and fluid breaks.

To prevent Heat Stroke, fluid breaks shouldbe scheduled for all athletic events and increased in frequency as the heat stress rises. Athletic events should be modified and/or cancelled to reflect the heat stress conditions.

Starting in 2018, for both Spring and Fall seasons, Pioneer dugouts are a nut-free environment. No player, coach, or parent should bring any product containing nuts in any of the dugouts located on our game & practice fields, and must be consumed outside of the dugout. If a product containing nuts has been consumed, outside of the dugout, please wash or cleanse your hands before re-entering the dugout area, and handling equipment.
This policy was created to ensure safety and to act as a guideline for board members, commissioners, coaches and managers of all divisions throughout the Pioneer Baseball League. This policy does not expire and will remain in effect unless revoked or amended.

This policy will be posted to the League website for all members of the PBSL to review. Official temperatures will be taken from http://www.weather.gov/ using 22310, Alexandria, VA. During weeknights: If the temperature, as measured by http://www.weather.gov/ is 42 degrees OR LESS at 4:30pm, ALL practices, games, and cage time will be cancelled, and all PBSL fields and cages will be closed. This applies to all Recreational League and Tournament/Travel League players and teams.

During weekends: if the official Alexandria, VA using 22310. temperature, as measured by http://www.weather.gov/ is 42 degrees OR LESS ONE hour before a practice or game time, those practices or games will be delayed or cancelled, and all PBSL fields and cages will be closed. This applies to all Recreational League and Tournament/Travel League players and teams. In the event of a temperature shift above 42 degrees, the fields will reopen, based on the judgment of the Pioneer Board of Directors. (To avoid last minute notifications at 7am Saturday, the Board of Directors will determine the status of the early morning games as soon as possible on Friday, based on forecasted temperatures.)

We always welcome suggestions to improve these Bylaws & Rules. They are continuously under review by the Pioneer Board of Directors. If there is a rule change you’d like to request for review, please email secretary@pblva.org to submit your rule/policy review suggestion.

Child Safety & Abuse Awareness

Pioneer is committed to the emotional and physical development and safety of all our players. This includes preventing child abuse and reporting any suspected instance of child abuse to law enforcement. Pioneer is committed to complying with the Federal Safe Sports Act (2017), which imposes requirements on certain youth athletic organizations aimed at preventing and reporting abuse.
 
Babe Ruth League, our chartering organization, recently established a new policy on child abuse prevention, which guides Pioneer’s approach. Babe Ruth League’s policy can be found here:  Babe Ruth League Child Abuse Risk Management Program2019.pdf
 
More specifically, Pioneer is requiring all of our House Ball and Legends managers and assistants who work directly with children to complete a background check, which includes screening through national criminal databases and sex offender registries, and the online training course Safe Sports Act Abuse Training (APS) that follows. The training is designed to raise awareness of child abuse, give practical pointers on identifying and preventing it, and emphasizing the importance of reporting suspected abuse to law enforcement. Finally, Pioneer will report any instances of suspected child abuse – emotional, physical, or sexual – to law enforcement immediately. Under this law, coaches and volunteers are required to report suspected abuse to the Pioneer Board, which will immediately inform law enforcement.
 
Pioneer’s most powerful tool to keeping our players safe is you. As a community, we need to be vigilant about identifying potential abuse and reporting it. If you suspect that a child may be in an abusive situation, report it right away – either directly to law enforcement or to the Pioneer Board, which will pass on the report. It is the responsibility of our entire community to protect our children. Pioneer takes that responsibility seriously, and we urge all of our parents, coaches, and volunteers to support us in that.

Scholarship

The Fairfax County Neighborhood and Community Services (NCS) provides registration fee scholarships and equipment vouchers to help eligible youth participate in sports programs in Fairfax County. This scholarship program provides assistance to youths from low income families who are not currently being served by existing scholarship or fee waiver programs.

ELIGIBILITY

To be eligible for a scholarship, a child must:

Qualify for or be currently receiving assistance from one or more of the programs listed below:

  • Free or Reduced School Lunch
  • Temporary Assistance for Needy Families
  • Aid for Dependent Children
  • Foster Care
  • Medicaid

  • Live in Fairfax County or the City of Fairfax
  • Be enrolled in school (Kindergarten through 12th grade)
  • Commit to attend a minimum of 80% of scheduled practices and games
  • Not be currently served by an existing scholarship or fee waiver program

  • Temporary Assistance for Needy Families
  • Aid for Dependent Children

Priority may be given to eligible youth recommended by a Department of Family Services or Fairfax County Public Schools social worker or a NCS program director, or to youth involved with services provided under the Virginia Comprehensive Services Act (CSA) or other Fairfax County human services initiatives.
